Richard Wilbur is a physician and Attorney, and a Trustee of the American Board of Legal Medicine. He was the Assistant Secretary of Defense (Health and Environment), June, 1971-Sept., 1973.

Presently, he is the Chairman of the American Medical Foundation for Peer Review and Education (1987–present). He is also the Chairman of the Judicial Council of the American College of Legal Medicine (2008-present); Editor of the News Bulletin of the World Association of Medical Law (2010-present); and Co-Editor of the Journal of Medicine and Law.

Wilbur is a Member of the Finance Committee of World Association of Medical Law, and a Delegate to American Medical Association House of Delegates.
