Faculty
R. Gregory Cochran, MD, JD

Dr. Cochran received his MD from Georgetown University and completed two years of surgical residency there. He practiced as an emergency medicine physician for several years before receiving his JD from the University of Pennsylvania Law School in 2000. He was a senior editor of the University of Pennsylvania Law Review and was recognized by the Order of the Coif for his academic achievement. Dr. Cochran has spent the last 14 years practicing many aspects of healthcare law and uses his medical training and experience to counsel his hospital, health system, medical foundation, surgery center, medical group and physician clients on peer review, transactional and health care regulatory matters.

After law school, Dr. Cochran worked for Foley and Lardner and Latham & Watkins, approximately four years each, and he is currently a partner in the Chambers recognized health care practice group at Nossaman LLP, where he structures and negotiates hospital-physician contracts and other healthcare transactions and has thus acquired a comprehensive understanding of, and experience with, all aspects of provider-physician relationships, including the federal anti-kickback statute, the Stark and state anti-referral and fee-splitting laws, tax-exemption laws, and the corporate practice of medicine doctrine. He also represents medical staffs and individual physicians in peer review investigations, credentialing, corrective action and hearings, and medical staff and governing body bylaws issues.

Dr. Cochran counsels clients on all aspects of the Health Insurance Portability and Accountability Act (HIPAA) and California health information privacy and security laws, including compliance, breach notice obligations and response to accusations from the Office for Civil Rights and the California Department of Public Health. His expertise includes hospital licensing, Medicare certification, health facility accreditation, Emergency Medical Treatment and Active Labor Act (EMTALA), bioethics, medical records and consent.

In addition, Dr. Cochran has authored and co-authored numerous healthcare related articles including Electronic Health Records Donations: Proposed CMS and OIG Rules Revise Stark Exception and Anti-Kickback Safe Harbor, Bloomberg BNA Health IT Law & Industry Report, July 1, 2013 and Lessons On Peer Review For Calif. Hospitals And Physicians, Law360, June 27, 2013. He is also a frequent presenter for healthcare and legal industry organizations.

Rita Raman, MD, MS, JD, MACN, FACLM

Dr. Rita Raman is a Physician and Attorney at Law. She also has a Master's degree in Biochemistry and Molecular Biology. She is a highly experienced speaker in medical, legal and ethical aspects of medicine.

Dr. Raman is a Professor of Pediatrics at the University of Oklahoma Health Sciences Center and Attending Neonatologist at The Children's Hospital Neonatal Intensive Care Unit. She is Board Certified in both Pediatrics and in Neonatal Medicine. She has been at the University of Oklahoma since 1982. She has served in several administrative positions, including Medical Director of University Hospital Nurseries, Pediatric Service Chief at the University Hospital, Associate Medical Director of Heartland Health Plan of Oklahoma, Director of the Neonatal-Perinatal Medicine Fellowship Training Program and Medical Director of Mediflight Neonate Transport Team of Oklahoma. She has also served as Consultant to the U.S. Food and Drug Administration. Her research has been in the area of neonatal and perinatal nutrition. She was recognized as a Master of the American College of Nutrition, a Top Neonatal-Perinatal Medicine Specialist in Oklahoma and a Leading Physician of the World in 2013.

Dr. Raman served as President of the American College of Nutrition and of the International Colleges of Nutrition. She is a member of several national organizations, organized scientific sessions and symposia at national meetings, lectured extensively both nationally and internationally. She has received several awards and honors during her career.
